The responsibilities of the signal sections entail the handling of all safety and congestion management aspects of the traffic-engineering program within the listed Sections.  These responsibilities include completion of referral responses for the signature of the Commissioner or the Assistant Commissioner, Operations; investigation into the need to install or revise traffic signal devices and inspection of the completed systems on behalf of Operations; design of signal devices; review of signal designs (including Light Rail Transit systems) submitted by County or Municipal authorities; design and inventory of signing, design and revision of general pavement markings; Operational input to CPM within the planning, scoping or access application processes; representation of the Department at meetings with State, County, Municipal and elected officials as well as with members of the public; preparation of correspondence and technical reports; review/authorization of physical channelization; and CADD support.

Supervises the Sections listed below and promulgates Traffic Regulation Orders, reviews all reports, phone contact and meetings with State, County, and Municipal Officials in regard to various traffic regulations. 

State Highway Regulations, Speed Limits Section – Statewide

This section is responsible for the establishment of all regulations on state highways, which include, speed limits, parking prohibitions, and bus stops among others.  This section is also responsible for investigation and approving speed limits on county and municipal roadways.

Traffic Regulations North – Bergen, Essex, Hudson, Hunterdon, Middlesex, Morris, Passaic, Somerset, Sussex, Union and Warren Counties

These sections review, investigate and approve traffic regulations on municipal and county roadways as well as on private property.  Traffic regulations include the establishment of stop and yield controls at intersections, one-way streets, turn prohibitions, weight limitations, street closings, street vacations and lane use reservations.  Special Parking prohibitions such as Handicapped, Angle and Permit Parking are also reviewed and approved through these Sections.

No Passing Zones and Markings

This section reviews and investigates all requests for no passing zones on state, county and municipal roadways.  Also reviews specific requests for painted channelization.

Signal Systems

This section reviews traffic signal systems and establishes coordinated traffic signal systems along state highways.

Computer Assisted Drafting and Design (CADD)
