GUIDELINES FOR THE INSTALLATION OF IN-STREET PEDESTRIAN CROSSING SIGNS

The following requirements must be satisfied for the installation of an In-Street Pedestrian Crossing sign:

  1. The signs shall meet all the provisions of Section 2B.12 In-Street Pedestrian Crossing Signs (R1-6, R1-6a) of the 2003 Edition of the Manual On Uniform Traffic Control Devices.
  2. The R1-6 “Yield to Pedestrian” sign shall be used.
  3. The In-Street Pedestrian Crossing sign shall not be used at signalized intersections.
  4. The In-Street Pedestrian Crossing sign shall not be placed on an island if there is sufficient width to install a Yield to Pedestrian sign (R (NJ) 9-9a), a Pedestrian Crossing sign (W11-2) or a School Crossing sign (S1-1) as appropriate.
  5. Signs shall only be installed in central business areas or other areas with significant pedestrian activity.
  6. Posted speeds along the roadway shall not exceed 35 MPH.
  7. The sign system, sign and support, shall be no wider than 14".
  8. There shall be a minimum clear roadway width of 24' (e.g. 40' roadway with 8' wide parallel parking lanes on either side).
  9. In-Street Pedestrian Crossing Signs shall only be used at marked crosswalks.
  10. If the device is attached to the pavement, it should be by removable sleeve, lag screws, epoxy, etc. such that it can be removed for seasonal (snow removal) or other maintenance purposes.
  11. No signs may be physically attached to any State highway without NJDOT authorization.
  12. The signs shall only be installed on sections of roadway, which have a no passing zone, approaching the sign location from each direction of travel.  A passing zone may exist once the motorist has passed the sign. 
  13. The signs shall not be installed on one-way roadways, divided roadways, or roadways with two-way left turn lanes.
  14. An In-Street Pedestrian Crossing sign (R1-6) may be installed on multi-lane roadways (2 or more lanes approaching the pedestrian crossing), in conjunction with either a Pedestrian Crossing sign (W11-2) and Ahead plaque (W16-9p) or a School Crossing sign (S1-1) and Ahead plaque (W16-9p).  If used with a School Crossing sign, then the School plaque (S4-3) shall be mounted above the R1-6 sign.  The color of the R1-6 shall match the color of the signs it is being used in conjunction with.

The Chart below provides the recommended minimum sight distance and minimum distance from a crosswalk as a function of the posted speed limit:

The device shall not:

  1. Contain metal, wood, or other inflexible material or have sharp edges.
  2. Disintegrate or destruct upon impact so that it, or any of its component parts, becomes a projectile.
  3. Be located where it will adversely affect the turning radius of motor vehicles.

The purchase, deployment, removal and maintenance of these devices will be the responsibility of the local and/or county jurisdiction.  The Commissioner reserves the right to order the removal of any sign when it has been determined that the above noted conditions have not been satisfied.
