Representatives from NJDEP will be the speakers at the September 14, 2005 general membership meeting to discuss the new stormwater regulations and municipal permitting.

Legislative Committee Roundup
The NJSME Legislative Committee has been hard at work on various issues facing the Society. Most recently, the Committee has been in discussions with the UTCA over a new bill A-3555, which would amend the "Local Public Contracts Law," P.L.1971, c.198 (C.40A:11-1 et seq.) to require all plans, specifications and bid proposal documents to include a statement indicating whether uniformed police officers, municipal police officers, or other specified traffic control personnel will be required for the duration of the project, except where the contracting unit will provide for the direct payment of uniformed police officers, municipal police officers, or other specified traffic control personnel and any additional costs directly associated with the provision of those officers or personnel. The statement would include a line item allowance, which shall be a good faith effort on the part of the contracting unit, to reasonably estimate the total cost of traffic control personnel, vehicles, equipment, administrative, or any other costs associated with additional traffic control requirements required by the contracting unit, or any other public entity affected by the project, above and beyond the bidder's traffic control personnel, vehicles, equipment, and administrative costs.

The NJSME is working with the UTCA to best determine how to amend this legislation to enable such a procedure to be implemented in all municipalities. We anticipate these discussions to continue during the summer months in preparation for the legislature’s reconsideration of this bill after their summer recess. The Legislative Committee is also working on a proposal coming out from DCA that would certify Special Inspectors for building inspections. A meeting with DCA representatives is scheduled for late June.

Lastly, the Legislative Committee is looking into the potential of seeking legislation to allow for utility mark-outs for design purposes.
